Addressing Housing Affordability in Revelstoke

The dream of homeownership has become increasingly out of reach for many middle-income earners in Revelstoke. With escalating real estate prices and a limited housing supply, essential workers, young professionals, and long-time residents are struggling to find affordable housing.

Recognizing this challenge, Community Futures Revelstoke, in collaboration with the City of Revelstoke and the Revelstoke Community Housing Society, has launched an innovative Workforce Affordable For-Purchase Housing Program. Modeled after the successful Whistler Housing Authority’s for-purchase housing program, this initiative aims to provide attainable homeownership opportunities for Revelstoke’s workforce, ensuring long-term affordability and community stability.

How the Program Works

Community Futures Revelstoke is overseeing the program’s development, managing construction, and building the administrative framework to ensure its success. The City of Revelstoke has contributed land for this initiative, while the Revelstoke Community Housing Society will manage the program once the units are completed.

The first development will be located at 127 and 141 Basford Drive, a site historically designated for multi-family housing. This repurposed land will serve as a key step toward a more inclusive and economically stable community, allowing more residents to establish long-term roots in Revelstoke.

Ensuring Long-Term Affordability

This program introduces price-restricted housing units designed to remain permanently affordable. Homes will be sold at below-market prices, with resale price controls in place to ensure affordability for future buyers.

Unlike the traditional real estate market, where values fluctuate based on demand, this initiative ensures that homes remain accessible to middle-income earners, offering a sustainable housing solution that prioritizes the needs of the local workforce over speculation and investment profit.

Who is Eligible?

The program is designed to serve those who contribute to Revelstoke’s economy and community. While the eligibility criteria are still being developed, key considerations will include:

  • Employment with a local business or organization, or a history of local employment for those planning to retire in Revelstoke.
  • Income thresholds to ensure affordability for middle-income earners.
  • Commitments to long-term residence in Revelstoke.

The final eligibility criteria and program details are expected to be released in spring 2025.

Unlike traditional real estate transactions, which are driven by market fluctuations, this program guarantees permanent affordability. Homeowners will still build equity over time, but the resale price restrictions prevent excessive price appreciation, ensuring that future buyers can also access affordable homeownership opportunities.
